He documents how psychological stress during previous crises has induced erratic behavior, even paralysis, on the part of national leaders. A nuclear crisis, Lebow argues, would generate even more stress because of the unprecedented danger involved and the time pressure leaders would probably face under the circumstances -- and for this reason an undesirable outcome is altogether too likely. To counter this danger, he offers several practical recommendations to reduce crisis instability and, with it, the likelihood of nuclear war."
